As I said, it's not 'wholly 8-bit', it's just an interesting half-step between generations. To quote Wikipedia:
The TurboGrafx-16 has an 8-bit CPU, a 16-bit video color encoder, and a 16-bit video display controller.
Regarding your other question, it's the only HuCard game of its size, it's 20megabits iirc, which is way larger than any other HuCard game. That's why the end of the card is 'fatter' than others.

Graphic units don't dictate whether or not a system is a 16 bit or an 8 bit system.
The data bus is 8 bit, the CPU is 8 bit, thus the system is an 8 bit system.

Not at all. An Amiga or a Machintosh equipped with a 68881 FPU doesn't magically becomes a "partially 81 bit system" just because part of the chipset can do floating-point math with 81 bit-wide data.
I don't say that the PC Engine doesn't stand out -- it's a really powerful 8 bit console, but it having a 16 bit video chipset doesn't make it "partially 16 bit".

From my understanding, Capcom developed the PCE port in-house, like they did with the SFC and MD versions (Hyper Mickey was credited on all three versions) and they deliberately avoided developing the game on CD-ROM due to loading times.
