Which port of Ultima 1-3 is the best?

FM Towns

There are some japanese versions with good looking tilesets.

For 1 FM Towns is reasonably the best. It has sound and better graphics than the rest.
For 2 FM Towns has the same advantages over the rest, it does however fix bugs which makes the game worse than it already was.
For 3 the Towns isn't perfect since it lacks the original music. IBM-DOS with VGA tiles and sound patch is a worthy competitor. You can also try the Mac or NES port if you're into those. Even Ultima 3 Gold for the C64 could be taken into consideration.

I remember being able to hack the .dll files in windows programs to replace bitmaps with new bitmaps. Since Ultima I-III are tile-based, maybe we could make a new tileset to replace the MS-DOS / C=64 / whatever versions.
