I was wondering what the best option is for playing retro games on an LCD screen. Which option would produce these least amount of lag?
I was thinking of trying either a PC with various emulators, a Wii /w component video, an android box, an android phone or a console like retro freak or retron 5.

Do NOT use wireless controllers if lag matters. Use wired whenever you can, and if it's a retro controller-to-pc adapter, research it to see how much lag it introduces
Lag will very wildly emulator to emulator, and even operating system. Wii is a good bet, overall.
If all else fails, the best way to do this is to use an origional console with an Everdrive, connected through OSSC (Open Source Scan Converter). You won't get lag less than that unless you use a CRT.
Lag is just a meme. Make a test with snes9x, bsnes and real hardware and you will see it by yourself

There are some games where its very noticeable, for a example Megaton Punch in Kirby superstar, no way you can play that with 100 ms lag

Weird thing to say when shmupmame and groovymame can produce lag lower than the actual arcade boards.
libretro with most cores in KMS mode will produce less than 1 frame over original consoles.
