It is indeed, but SF2 is legendary in that regard: "CPU shoryu" is an old joke among pro players. And when you consider that CPU doesn't need to charge to perform charge moves like flash kick, it's simply bordering on being rigged. Maybe not as bad as MK, but still bad. It simply conditions you to not jump and abuse its weaknesses to win.
