You can. With F2, only on player one though.

FOR SOME REASON Player 2 doesn't have access to the dip-switch setting. Also all co-op games haves have the difficulty set to MAX so hey if you're looking to have a level 4 playthrough with someone and THEY'RE player one then you're going to have to tell them to go through the extra trouble for the play session not to rape the crap out of you.
