I've actually been trying to get a grasp of how the formula works and why I keep wanting to come back to them.
1.) Great soundtracks, tunes that I want to hum as I play through the levels
2.) Creative visuals that while don't resemble any real kind of place, how the floors and grounds are made up of blocks with patterns in them, they are just fun to look at
3.) Gameplay that is "moderately" challenging. The games require a level of patience and "learning," much like the Dark Souls games. I feel stupid comparing Megaman to Dark Souls, but there are a lot of similarities, even down to the fact where you can make Megaman bosses completely effortless by exploiting their weakness (you can eliminate difficulty in Dark Souls by exploiting a weakness). This type of "challenge" appeals to me, games that come off as hard, but are actually quite easy if you know the strategies. Whereas, many games are just hard from start-to-finish or are easy from start-to-finish. Megaman is a bit more dynamic.
I haven't been able to fully dissect how the level design comes off as being so good, but man, it is. I've beaten each of the classic Megaman games numerous times and they're always fun to replay.

My instinctive response is Monkey Island. Those sorts of games, right around the time 1 and 2 came out, were magical to me. Unfortunately, I don't think the humor and jokes holds up as well today.
Thinking about it some more, the one series I go back to play regularly is Final Fight. If you look at the first one and contrast and compare it to other games in the genre over the past 30 years, you start seeing how brilliant it is in its simple design and it still both looks and sounds beautiful.
