No, slot machines are scams that prey on the weak. Arcade machines had to earn the consumer's loyalty amidst heavy competition by offering the cutting edge technology and gameplay at the price of a quarter, where genuine skill was rewarded. It was primarily the arcades and not the PC or console market that drove video game hardware and gameplay innovation forward the most during their existence, and we're still suffering from the aftershocks of their decline.

I think personally I'd go with Elevator Action Returns. I always had a soft spot for Elevator Action and wished the game did more than just repeat that first building on repeat. Returns really delivered.

Err sadly I saw it just one time when I was a kid and funny enough I remembered the game slightly opposite in graphics: darker colors like in a Konami game, longer legs, and developed by Konami. I also remember the manhole placed in the courtyard, but I know all this is just a skewed childhood memory. Also notice the similarities between the mid boss and Blanka, or the first boss with Fudo from Hokuto no Ken. While I'm at it I mention Black Tiger and image, but my first approach and love for games was with Ghosts 'n Goblins.
