As many as you want depending on your personal goals/enjoyment. The machines were designed to eat as much money as possible before a player became proficient enough to 1cc them, if their interest was held for long enough. The beauty of it all is that if you have a player who's played (payed) enough to reach that point, you're still technically making another quarter off of them for each 1cc they subsequently do. No one puts that kind of time and money into a game they don't like, and they're certainly going to want to show off a 1cc whenever they can, or realistically be able to compete on the scoreboards with equally skilled (and financially invested) players.
Of course, with MAME you're not playing with real money, so do whatever. If you want to quarter feed through a machine just to have the experience, go for it. If you really like a game enough to want to master a 1cc, well, it's not costing you anything to do so.

It depends. You need to do some math.
First off, start with four credits. If you were born between January and June, add two credits. If you were born between July and December, double your current credits. Next, grab a newspaper or google up the current price of Gold. If Gold has gone up in the past week, divide your credits by the percentage it went up. If Gold has gone down, subtract the square root of the current value of gold from your credits, rounding up. At this point if you have more than three credits then you need to run a random number through a Rot13 cipher. If the first digit that results is 1-5 or A-M, then you double your credits and divide by three, otherwise subtract one credit. If you have less than three credits, then add your age and divide by four.
