The intro to mother literally says it takes place in America in 1988. Them hiring American kids is expected.

Also because I have no life some trivia. The robot in the commercial (might be R7038XX) was about only 8 inches tall. Also the kid who played Lloyd kept shaking legs because he was nervous makimg them repeat the commercial mmultipe times.
