The developer who ported it to the PCE, just like how SIMS made the Mega CD version.
I suppose at this stage a great way to play the game would be to play the Sega-CD game with the patch that removes the artificial difficulty buff it received when being ported over to the States.
There are some very eye-rolling localization jokes (e.g. "Crotchynsnyffer" or some stupid shit like that) but for the most part it fits the light-hearted vibe of the game.
The PCE CD port is good, though you can't skip cutscenes (that can be a pain), you will almost need to resort to a FAQ to figure things out, and imo some of the difficulty spikes in the game can be really bullshit (especially if you lose to a boss that you have to sit through an unskippable cutscene just to refight... ugh...).
Despite those caveats the game is very fun and radically different than the Sega-CD version, favoring Ys-style bump combat and being I suppose a little quicker paced.
For an intro though I would def. play the Sega-CD version patched.

Unpatched game's still pretty easy except for a handful of bosses. Enemies are predictable and many bosses are cheeseable.
