Robotnik created Sonic by experimenting with a normal hedgehog and Robotnik's genetical catalysts, in Sonic's case, he used a blue chemical to make the hedgehog go faster.
Same with tails, he used an orange chem to make him grow another tail and be able to fly and propel himself.
Sonic and Tails used to work for Robotnik, but they rebelled against him and want to save the animals that have not been mutated yet.
Robotnik doesn't hate the hedgehog, he loves him (it's why he never kills him), he just stops Sonic because he interfere with his plans, but Robotnik is not actively fighting Sonic, the other way around.
