can you use db9 controllers on a genesis/atari/sms if you swap the pins around (on the controller )?

Megadrive/SMS uses multiplexing, the Atari standard is just plain electric where you ground a certain pin.

I had to add a capacitor to the swapped pins to use a genesis controller on my commodore 64

my mission stick for sega saturn has that plug
for some reason my mission stick doesn't work
i would have to pop off the glued rubber feet to open it
any ideas on how to fix or what may be going one?
