Consider this
Koholint island is a dream, and most of the zelda-type elements like monsters and such are probably born from Link's memories, this is also the Link from ALttP so he's already had his hero journey there. Stealing from the shopkeeper, being labeled THEIF and the shopkeeper instantly killing you with magic lightning might just be a part of Link self punishing for doing something unheroic/uncouragous

Also its probably just there for a joke because Link's Awakening kinda started the more oddball elements to Zelda that Majora's or Oracles would also do
