are you using co-ax? if you are, do yourself a favor and get an RF to co-ax adapter and toss out the RF modulator. those things are garbage.

Odds are your switch box is flaky; a dedicated (shielded) RF cable and a RCA to F-type adapter will probably clean the signal right up. It's what I use for my RF-only consoles and it works great. A regular RCA cable isn't shielded so it won't block interference.

Oh, also, can't you 'tune' the RF modulator on the C64? Try adjusting it get a stronger signal if you can.
What you want is one of these and a nice thick phono cable. Look for an orange one, they're made to carry digital audio signals and there are a lot of them at thrift stores because they come with shit and people don't have surround sound systems to plug them into.
