So what's with this look in 80s and 90s games? Nothing wrong with it, I think it looks absolutely badass, but I have noticed that there are many many games with this same outfit. They sometimes have different shoes, but most commonly it's brown leather jacket, blue jeans, and white sneakers.
Was it really the standard "action hero look" back then? Posting some examples, feel free to post more if you know some.

I think it's just the simplicity and practicality of it. Just about everyone had a pair of jeans and a brown heavy (maybe not leather) jacket in their closet back then, so it probably didn't take too long for movies and vidya to notice the trend.
Also Last Action Hero was pretty awesome, probably in my top 5 of Arnold movies.

'80s mainstream zeitgeist could be described as "cool conservative". It was strong and patriotic, but also with a badass vibe. And what's a more cool and timeless American look than a pair of jeans and a leather jacket?

Yep. In the '80s, they pretty much mirrored Western mainstream in most things. From Contra and Hokuto no Ken, to their metal and new-wave.
Then at some point they went very separate routes. While the West was busy throwing away scene and glam, Japan stuck to it with gothic/Victorian look.
So nowadays in Japan it's still cool to rock a mullet with a bright leather jacket and a pocket chain, when in the West it'd be labeled cringeworthy by many.

I'm not so sure about that, if your country is modernized then media travels pretty fast. Unless the country is completely poor, then you're gonna see the world shift at the same speed, with select deviants (as in any culture).
Even in the middle east where I grew up 70's and 80's and 90's fashion came and went at virtually the same speed.

I think you just posted the answer, Arnold wore it, and it was fashionable at the time.
Also, it's really easy to tell what's what in 16 bit graphics with limited color palette - leather jacket is brown, shirt is some primary color to draw your eye, and jeans are blue. More complex designs were hard. Mind you, another popular and simple look, tanktop with bare muscles, was also Arnold/Stallone inspired and was also kinda everywhere (from Contra to Blackthorne).

For a while there was the "bald space marine" type of protagonist in games. That was essentially the Everyman of a post-9/11 world though: buzzcut, silent and angsty young men unsure of their place in the system.

And Last Action Hero bombed hard (I loved the movie, but it performed awful in the cinemas, partially because of the comedy formula alien to Arnold movies, and partially because it opened next to fucking Jurassic Park).
