Was it David Sirlin's Super Turbo tutorial videos on Capcom Classics Collection 2? I don't know how that tourneyfag got into a position of being an authority, much less handle emulation compilations of old games.

Hsien is an alternate romanization for xian (pronounced "shien," roughly), which can mean several different things in Chinese. The likely meaning is "immortal."
It's possible that her name is a combination of Chinese (Hsien) and Japanese (Ko), basically meaning "Immortal Girl."
In the JP version, she's Lei Lei, and her sister is Ling Ling.

Ryu is one syllable in Japanese. Japanese uses a syllabary (consonant + vowel pairings, or just solo vowels) instead of an alphabet. Each syllable / character is pronounced as one unit, distinctly from any other syllable appearing in the word or name.
I don't think there's an approximate way to indicate how the syllable "ryu" would be pronounced in English, because English lacks any phoneme that sounds like the "ry" phoneme in Japanese.

In Marvel vs. Capcom 3: Fate of Two Worlds, most of the English-speaking actors, including the announcer, cannot properly pronounce her name, instead saying it as "shin-ko", "sen-ko", "sheng-ko", and "hee-sen-ko". The correct way is in fact "syen-ko", as heard in Super Gem Fighter Mini Mix.
