Are there any hacks that add it to some classic jrpg? I'd like to replay ff7 with stockable materia development and whatnot

Chrono Trigger implemented this feature extremely well. Great game with excellent music that really has stood the test of time. Its one of the very few JRPGs i go back to playing.

It's lazy crap. It's usually implemented as one of those features that reward you for playing well by making the game you're really skilled at (thanks to your extensive play) even easier, and by making it longer rather than better. It's an incentive to continue consuming when you've already had enough.
In principle, it could be done well, and probably has been done well. I haven't personally seen it, but I haven't played every game.

You can actually do something like this in Koudelka by getting part way through the second disc, going to the room where the game starts in, and putting in the first disc before you enter it.
