I'm sure this isn't exactly right but the Jaguar hardware was apparently really fucking weird, a lot of programmers had to do some bizarre shit to get things to work the way they wanted.
I think a processor used for a lot of shit in the Jaguar was also used for music, instead of having a dedicated music thing? So like you could either have a lot of shit going on in the game OR have music, not both. It was really shitty.

As someone who personally owns a Jaguar, I've found that this is mostly a meme. There are actually separate sound settings for SFX and music on most games, and I've found that the music channel is usually off by default, for some reason.
