If he is talking console games only, the west was indeed pretty shitty for much of the 80s and 90s. They mostly got severely gimped PC ports with features, colors, and levels stripped away. Arcade ports were no better.
Rare brought us a few amazing games in the 8-bit and 16-bit era, and EA brought us some decent sports titles in the 90s. Sadly western developers for the most part continued to half-ass the arcade and PC ports, or they jumped on the FMV bandwagon and made some of the worst games of the era.
In the 80s, British developers (and American developers to a lesser extent) focused on making $10 games for underpowered computers with only one fire button. Their experience in this field did not translate to consoles, and their low quality created a cycle of crap games taking ideas from other crap games. Nobody's favorite NES game is Renegade or Cybernoid

You can look at the top 50 list of NES games from virtually any critic and usually the only western games you see on it are from Rare.
Tetris sometimes makes the list, but NES tetris is one of the worst versions of it out there (it didn't even have PvP mode).

the Tengen one had simultaneous multiplayer, and if I recall correctly it also had a coop mode where both players worked in the same playfield - but my memory is fuzzy on this, I might be mistaken.

westerners have a very poor grasp on game design and directing games. I think unless you understand something closely and on a more intimate level you won't be able to express an understanding that conveys new ideas which can be effectively engaged with by others. Japanese game design reflects an interesting amount of their culture and how they're raised even, education, cram schools, etc. very similar to game design.
It's kind of why westerners make so many open world games. They can get away with not making any one part particularly innovative or unique or even good, just acceptable, but why Japanese suffer with open world design - they have so many things they need to flesh out to an acceptable level that they run short on time and end up with an ambitious but unfinished game. Most Western open world games are just rehashes of existing ideas, rarely will you find anything new attempted. It's why I prefer to avoid them. That said there are occasional bursts of genius in design, but you look at the people these western devs study, and its japanese developers. Look at Valve and id in their golden years, lots of great games (and quake 2 lol) but when asked their influences, they don't say iconic western games that predate their newest title, they mention japanese ones.
Its why I cringe when I hear some "veteran" game dev from the west say "before you design a video game, design a tabletop game." It's like, how can you miss the point? tabletop is for tabletop, video games are for video games. An iconic and essential game that is brilliant at its core - tetris - is literally impossible to exist in a tabletop space. It's like saying "make the same retarded mistakes I have." Do not listen to those people, they are fools and have made nothing of merit.

I remember reading an interview with a japanese dev, can't remember if it was Shinji mikami or who, but they said the main difference between western and japanese development is the process.
Japanese development is more methodic. First they work on the concept, then they work on the core mechanics, then they work on fleshing out said mechanics and how to implement them the best way possible, then they start working on assets, story, music, etc, etc.
It's like a step by step process, they won't start working on polishing details in the graphics if the core mechanic isn't solid enough. And everyone on the dev team is in constant communication with each other.
Western development is more open, it might start with assets and core mechanics for last, it isn't a linear development, and different teams work on different things, without much communication between them. Then, when each team have their work done, they somehow try to mash up and build the game with the existing parts.
Not sure if I'm being clear, I wish I could find that interview again, but I'm not even sure if it was Mikami.

The concept of an open-world game didn't seem to hit Japan until the second generation, but CRPGs had been set in open worlds from the earliest instances of computer gaming that I can even remember. Tabletop RPGs had a profound impact on the emergence of Western video games.
It's the same, eastern games just seem better on average because no one was localizing shovelware.
