I think it's time we should make a master list of tv's (any kind) that DOES display the VGA mode of the Dreamcast, it would seriously help in deciding what tv you might want.
How about any old PC monitor that you can get for free at this point? CRT or early 4:3 LCDs would be perfect.

In theory yes, but sometimes there are exceptions since the dreamcast signal is 640 x 480, and some vga ports default expect 800 x 600 or 1024 x 768. If you're lucky you can change what resolution the port is expecting.

I've never ever seen a 15-pin d-sub VGA display that wouldn't display 640x480. That's literally VGA resolution.
I'd say that the only gray area is going to be with EDTVs but I'd probably go ahead and assume that if it's a CRT with a DVI port it'll most likely accept 640x480 VGA into it with a pin converter.
