Know-it-all-fag here: Simon did not revive Count Dracula, not accidentally nor intentionally.
Simon believed there existed five Dracula remains to destroy. There existed six, however. When Simon burned the five remains, Dracula's sixth one (his fang) revived him by itself.
That is why Dracula is extremelly weak in CVII. He's using only one of his remains to manifest (and that attack he throws is a spinning fang).
