why exclude the lotus games?
i don't know my sprite-scaling racers, but there ought to be some better than this. no lap times, no save feature, no stage select (only country select), no other play modes (ex: without opponents and against a ghost car), the turn radius is too large at very slow speeds, and opponents never slow down (combine this with the large minimum turn radius and hairpin turns can be a cluster).
it's decent, and the soundtrack is sweet, but i wouldn't recommend it. i gotta believe it gets better than this.

Top Gear was made by the same development team as Lotus on the Amiga, and is a very similar game, even down to the music. They had to change the title due to Nintendo not allowing baka gaijin cars in their games.

Top Gear 2 is a really comfy game, it gave me feeling of a journey through the world. If only races were point to point...
But Road Rash series is clearly better. Micro Machines is another contender.
Racing wasn't really good before 3D though. Even if I got 20 racing games on my Sega Mega Drive as a kid. And mode 7 seems like total mess to me, with only exception being F-Zero.

This one had a good engine. Racers, objects and hills were very smooth, but I don't like theg ameplay. Though shooting at people with the superscope is fun.
