Yes, the tan color is supposed to simulate the beige underside of an old school monochrome lcd. Like the ones for tomagatchi.
It is 1 bit because the display has only one color, the black, and the absence of color, which is whatever color that is underneath the crystal

Calling something like that '1-bit' is goofy, the original Macintosh has a '1-bit' display and it looked a hell of a lot better than that. It's like these artists forget that dithering exists.
I used to do a sprite a day, I should get back to work.
