Yes, they have value. Some people (myself included) collect bare arcade PCBs and play them in a cab or with a Supergun. Not sure what board it is off the top of my head; I thought maybe a World Warrior or Final Fight, but it doesn't seem to match either of those.
That being said, that particular board looks to be shot to shit. I wouldn't even try testing it in that state since some parts look rusted. Might seem a bit more hopeful if it were cleaned up, but I'd be amazed if it was anywhere close to working. Someone might by it as-is for parts or potential repair, but I wouldn't expect much at all for it. If you were somehow able to get it working, it could of course be worth a decent amount, depending on the game.

can you get a better photo of the ROMs with the white stickers in the 2nd pic? It's a CPS1 Dash A&B board set but hard to tell what game it is, it's probably SF2 Champion Edition although it could be Turbo if the ROMs were changed. The 12mhz crystal indicates it's either the "correct" version of Turbo OR a late model Champion Edition.
