Rudra ni Hihou is just an average RPG with a gimmicky spell system that I would only recommend to die-hard fans of the genre, but damn is its OST great.

Yuzo Koshiro (especialy Actraiser: going from 8-bit consoles bleeps to hearing epic music awed me as a kid.)

Motoi Sakuraba. I loved what he did from Sol-Deace to Valkyrie Profile.

How do soundtrack uploaders get the music for a game soundtrack? Specifically in cases where the game doesn't have an officialy released soundtrack, like Vectorman or Kid Icarus. Can they get it off the cartridges somehow?

Well, the music is ofcourse contained in the games and there is a way to get them and people got them. You could rip them yourself from a ROM, but since you are even asking this question I really doubt you have the ability to do it. Just download them like we all do.

Though, it is very easy to rip music from PS1 games, especially redbook audio, which can be played back by any music player, even iTunes works.

What do you define as best? Like, what criterias have to be full filled? Good music is very subjective, so we can't judge them by their quality. But maybe by versitility. Retro composers had to deal with a lot of different things. PSG, FM, wavetables, samples and redbook audio. And most soundchips were varied greatly from one another.

Who mastered the most of them?

You can definitely make a good case for Yuzo Koshiro. I think Barry Leitch would also meet the conditions. Tim Follin probably too.

The problem with Sakimoto is that his works post mid-90s generally sound very similar. You can always tell a track is done Sakimoto, and not because of the quality of the music but because he's come to vary so little in his compositions.

Nah, that's not uncommon among composers at all. If it was the same case as today's composers where they all want to achieve the same movie-like scores you would have a point. But Hitoshi Sakimoto is one of a kind.
