Can you help me find a game? i've been looking for this game for years

Genre: RPG
Graphics/art style: 2D Top, down, left, right

I dont remember much about the game, but you play as a blue hair girl, the game is not turn based, you start in some kind of village.
The camera was from the top, like pokemon games but the characte was bigger

It looks like but is not star ocean for snes

i used to play in 2004-2006, but the game is probably older.

I played the game on a disc that had 200 other arcade games
