Simple question:
I have Resident Evil 2 downloaded onto PS3 and am playing it on my CRT connected with an S-Video cable. The image flickers like crazy and it's not that good of an experience.
Maybe it's just in my head, but my actual physical games I play on my PS2 use the same cable and tv look better.
What gives?

Little parts of the character models (hair, clothes pieces) are sort of shimering I suppose, flashing in and out?
I know this isn't related to your problem, but I think the PS3 has weird load times (like it will hang on black screens to the point you'll worry it crashed).
I've also read the PSX emulation on PS3 is weird, but I don't know enough to go in to detail.
I don't use the backward compatibility of my PS3 but from my understanding, PS3s can't output 240p even when connected with composite or s-video so PS1 games are forced up to 480i like the PS2 does unless you enable post processing. I'm not sure if the virtual console version you downloaded is actually enhanced but if it is you might be experiencing some loss from DOWNscaling. Bottom line being Anon is right you should probably stick to HDTVs when playing PS3/X360

Sorry for the brain fart.
If it's not RE2, it's RE3, or both. I didn't bother buying them on PSN for this reason.

That honestly might be it. Can't say for sure, but the ps3 probably intends for you to play on HDTV.
The console has native support for S-Video specifically, which to me was surprising, but still I don't think it's optimized for it at all.

PS3 is great for playing PS1 games on an HDTV, but it can only go as low as 480i so it looks pretty bad on a CRT.
