Why did the PC-98 have so many porn games?
Because that was its market. To make a successful video game targeting adults in Japan in the 80s it almost had to have some sexual content. A lot of the games clearly have had it added as an afterthought when you play them, or have it more or less only as part of the introduction to hook players.

It had more mature target auditory than consoles, but at the same time less numerous. Porn games happened to cover this market well enough.
The hardware had no native sprite support which makes making action based games difficult. Visual novels are the one genre that don't need that and the best way to sell visual novels is to include porn.
Same reason PC gets porn games today: game console manufacturers don't approve explicit erotic content. Obviously there were a few exceptions over the years like Sega's temporary experimental period with x-rated Saturn games and the PC-FX but it's generally been true.
On the technical side of things, the PC-98 both sucked at action graphics and had a storage-space advantage over pre-CD consoles with multi-floppy disk installs to hard drives, so it tended to spawn command-based adventure games and turn-based RPGs.

I think this implication is a bit misleading though, at least for the majority of eroge. It's not like eroge makers were really "VN makers" who were making games with any story and any characters under the sun and then just jamming sex in begrudgingly "to sell."
Eroge are also called "bishoujo games" (pretty-girl games) because they're built from the ground up as vehicles to deliver lovable pretty girls to the player. Even if you take out the sex scenes, pretty-girl games are pretty clearly still pretty-girl games. Just look at the covers.

Not to mention there were also eroge in other genres besides adventure, like RPGs, SRPGs, puzzle games, mahjong games, stat-based sex training sims, and open-world romance sims. (And adventure games weren't all "novels" back then anyway--Isaku plays nothing like To Heart.)

Why develop eroge for x68000, FM Towns or DOS/V when they only have a fraction of the installation base?

Multitude of factors, including it's naturally high resolution screen making porn much more detailed and titillating, being an insanely popular computer therefore being economically viable to produce porn for it, not having hardware sprite support giving these story and art driven games a huge boost, Japan being naturally perverted, etc etc etc

There were a lot of yellow and red label Saturn games, but even the red labels only had as much as bare tits at most.
It was japan only of course, most of them were either eroge or mahjong titles. Games like Steam Hearts were ported too, but without explicit nudity.

Can Can Bunny Premiere had full command-driven sex, but I think it may have been the only red-label game with sex in it.
Ironically it was the post-red-label era Saturn that had so many games with sex in them, with explicit text descriptions and orgasmic voice acting, but with underwear on in the graphics.

Nonomura Hospital was odd because it had a red label but all sex and most nudity got cut out.

It's always been mixed bag, you have the pretty girl games that know what they're going for from the start but also games like YU-NO, Fate/Stay Night, G-Senjou no Maou, games that clearly have bigger aspirations than sex scenes but include the porn because it seemingly guarantees sales with the target demographic. Certainly VNs reached a point where they didn't have to depend on it anymore but for a long-ass while there was going to be sex regardless of whether the story was good or not.
