Considering what passes off as 'art' nowadays, why not? I appreciate good sprite work, some things can't be done in 3D.

N64 era sprites were victims of 3D fad. They tried to make things as ambiguous as possible as for players to judge whether or not it was polygon or sprites. I can't say I'm a fan of that era sprites, especially for the Ogre Battle ones, but they did have their unique look.

I would argue that it takes a surprising amount of skill to make something minimal in terms of space but also recognizable as what it's supposed to represent, so yes, I would say that sprites are art.
