Speaking of Ira, what weapons should I give to mercs that can't hit shit? Should I focus on throwing a ton of cheap lead at the enemy and using them in supporting roles or give them the most expensive rifles with the most modern optics and attachments available to try and make up for their shitty accuracy and maybe rack up some experience?

Poor marksmen cannot not take full advantage of optics IIRC
I use the poor marksmen to suppress the enemy; even one shot can make the enemy crouch, lose AP, and then decide to back off.
If you can keep them at from rushing you, your good shooters can pick them from at a distance
This is how I survive playing insane, all counterattacks enabled

That's good, since it's been my tactic so far. Pick up the best shitty SMG that uses something like 9mm ammo and just dump it all in the general direction of the enemy next encounter to prevent them from getting to anyone important.

For me, having more mercs is better. Some players seem to play with elite squads of 4 guys, but on insane difficulty you will be overrun. If you have a bunch of cheap, shitty mercs, they can suppress the enemy and buy time for your IMP to kill them.

I don't remember about vanilla JA2, but in 1.13 you can have up to 32 mercs total, up to 10 mercs on a squad, and multiple squads in a sector. You just use the number keys to toggle between squads during combat

I put her in the squad that discovers new sectors and give her the second best gun in my arsenal until I get Manuel, a 1:13 add on

must be patchable, 1.13 works fine on Win7 here

Seriously though, I did everything that was listed on the Win8/10 compatibility fix for 1.13 and it still crashes after a few minutes. The only thing that has worked so far is setting compatibility mode to Windows 95 but it runs like shit.
