Not really. It was heavily inspired by '80s art though. One of the key influences on it was Memphis-Milano art school, responsible for all those wacky geometric figures and squiggly lines. So sometimes people generalize it under the Memphis-Milano name, or simply Memphis.
It evolved a bit and stayed there until the new decade or as long as around mid-'90s, until grunge and rave style finally took over. But in more conservative or family-oriented places, it stayed longer than everywhere else. For example, software companies used a slightly updated version of it, see Win 95 clipart and Adobe Acrobat box art. In other places though, like textbook covers, it stayed even longer, and it's still used in some places: it's become a de-facto standard for bus seat patterns.
Also, Japan traditionally wasn't too fast in hopping on the latest Western trends, so they stuck with it for longer than others. They got a bit more "hip" when edgier PS took over though.
