I was curious if it would be possible to make old pc games like fallout or dungeon keeper compatible to play on a dreamcasts windows ce operating system? I mean the dreamcast has a mouse and keyboard... I think it would be awesome.
No. You can't make x86 programs run on a SuperH processor without virtualization.

The idea with Windows CE on Dreamcast was to have Windows library functions available on the system to make it easier to port PC games to the console. If you have the source code to a 90's Windows game, then it might in theory be easier to port it to the Dreamcast, since you could share some of the same library function calls, but it's never going to happen without being able to modify and compile the source code to a game.

It's not likely to happen. Most games are closed source. You can't port something without the source code, unless you're willing to spend an extremely long time (we're talking years, possibly) reverse-engineering the binary, which isn't worth it.

No. If the source code still exists, they would be archived in some office somewhere.
Sometimes companies will release the source code to their old games, though. EA let Maxis release the source code to the first Simcity game under the name "Micropolis", and id software has a history of releasing their engines open source. But most old games remain closed source and probably always will be.
