I have very vague memories about it. I saw it played in a video game store long ago, but it has been haunting me for a long time. Picrelated is not it, but it was very similar.
I'm 99% sure it's on NES (well, Dendy). It's an arcade-style game with a side view where you control a chibi-style car and go up and down on platforms (they had diagonal ramps connecting them). You had to avoid cars going your way and I think your objective was to make them crash by avoiding them. I think a lot of them looked like cartoon off-roaders. That's about it, there wasn't any variety really as far as I can recall; just a side-scrolling arcade action.

That is absolutely, without a doubt, City Connection.
It was an arcade game first, released by Jaleco, which recently declared bankruptcy.
City Connection doesn't have diagonal ramps though.

The thing is, it really looks INCREDIBLY similar, because after all the premise of the game is pretty unique. I think the game also had a night city background too (I had only seen one level of the game).
But at the same time, it looks off… I think the cars look smaller in City Connection, and fuck me but I think there were diagonal ramps/slopes in it.
Which brings me to this thought I have… Are there any other games similar to CIty Connection on NES? There's a minuscule chance it was on Mega Drive, but given it was a very arcade-ish game and it wasn't very fast I highly doubt that.
