What are some more pre-GTA 3 open world games worth taking a look at?
Metal Max (it's a series). You can do whatever the fuck you want from the beginning of the game. You can forget about your quest and go bounty-hunting, you can go get killed by the final boss in the first 5 minutes and so on.

Everything GTA3 did Tai-Pan did before it. You can beat people, play casino, fuck hookers and steal others people vehicles.
It's actually better than elite
Obvious entry. RS allows you to explore the world with a few restrinctions. You are free to dimiss or hire members, train your character in weapons or magic. The thing that kills the game for me is that the enemy gets more powerfull as you raise your character, which destroys the joy of fighting. It is actually a game that penalizes combat.

Actually not. If you try to fuck da police in Tai-Pan you'll actually go in jail, and if you go in jail 3 time you'll get executed. Fucking China man.
Also you get a loan in the beginning of the game, instead of repaying it you can waste all money on booze, hookers and dice, knowing that it will be your best 6 months of life until the triad lord gets your guts disemboweled.

Probably the first open world game ever made - Elite is questionably open world because you jump between same 2 planets and get all the content it has.

Damocles on ST and Amiga. It has an open solar system, but it's pretty sparse and you need to find co-ordinates to areas that are mission crucial. It also applies relativity to travelling between worlds, which eats heavily into the time limit.
Darklands will always be chief among open-world games.
