That's the definition SH2 gives you.
SH brings your fears to the twisted world, but that doesn't mean that it only has effect on people with stuff to hide. You meet Cybil a few times during the game, and she tells you a pretty different story from yours, like she was on the normal Silent Hill the whole time. The diaries you find around the game also state that some people see the dark world, while others are oblivious to it.
