It is one. Anyone that says otherwise is memeing you as it has every qualification. Doom doesn't have AC, to hit bonus, recovery times, or any sort of character building. It doesn't have turn-based combat either.

It's party based, has turn-based combat along with real-time, isn't procedurally generated and all dungeons are done by hand, has secrets scattered around outside to find while exploring rather than just fast travelling everywhere. It's the better game.

Daggerfall is basically unplayable because of idiotic dungeons. And every second random quest will tell you to do dungeon.
