My main beef with III is all the autoscrollers and casual action. It should've been a methodical platformer like its predecessors. III is like the Super Castlevania Bros. of the Shinobi franchise in terms of gameplay.

Shinobi 3 is above-average at best. It's not a "great" game. The biggest problem with the game is that it's essentially an action game with more emphasis on platforming, and it has way too many dead areas void of any enemies or interactions. The level designs are also uninspired, and rely more on the graphics and presentation. The controls are great and the game could've been a fast-paced action-fest but there's simply not enough action to do the controls and mechanics justice.

Revenge of Shinobi on the other hand, has the perfect balance of action and platforming, which is magnified by amazing music and some of the best level designs ever in a platforming-action game. To boot, it has charm in spades, such as cameos by Batman, Spider-Man, Terminator, Godzilla, Hulk, Jackie Chan, Rambo, etc. It's a seemingly "slow-paced" game, but the level designs and enemy placements allow it to be way more action-packed and intense than its sequel.

Rocket Knight Adventures is definitely a worthy contender. You only have a few basic mechanics at your disposal (a sword, jetpack, and tail), but the levels are designed in a way that utilizes them to their fullest potential and in clever ways. The amount of gameplay variety it offers alongside the typical action platforming, including the flying and underwater segments are very well done, to a level that's unmatched by other games of the genre. It controls beautifully, and has some of the best graphics and music on the system, which makes playing it a joyful experience that never gets old. Not only do I think it's the best game on the Genesis, but also one of the greatest platformers of all time.

There is nothing weak about Shadow Dancer, it's just a different style of gameplay more related to the arcade games rather than a console platformer.
