Google for "resident evil modding invision board" and you should find the main RE modding forum

RE3 mods are usually just model swaps or reskins because the game is hard to mod due to the semi-randomness factors, but RE2 has a lot more different stuff.

They most certainly did and they hold up better than RE trilogy or SH1 but compatibility is a bit wonky on modern systems.
The Nocturne engine used in BW trilogy has some way ahead of its time features.
