I don't know about gem. But I remember playing this a lot and liking the character concepts and running round giant kitches, bathrooms, gardens etc. The controls were a bit janky iirc.
basically its a top down racing game.

Hot wheels turbo racing is a surprisingly great racing game. The stunts are sweet and the tracks are over the top crazy. The soundtrack reminds me of The Chemical Brothers sometimes.

PF2012 has the most depressing plot I've ever seen in a fighting game, literally every end is bad end. The soundtrack is Zun's finest work, I love Darius but I think the PF series beats it out for music.

Good call. Love this game. It's samey in how the levels play out but the art and music is beautiful, the controls are solid, and for a movie im tie-in it's exceptional compared to other choices. It's like Harry Potter and the Sorcerors Stone in this regard.

pre-Onimusha with great atmosphere and voice acting.
Gameplay is tons of fun once you get the hang of it. It's all about keeping a balace between the health bar, the vampire bar (strength) and the magic bar.
Combat is more about "dodge first, then attack".
The story takes a lot of inspiration from Resident Evil in the way it works: meet certain people in certain areas first, or doing certain things, will change the course of it.

Rhythm N' Face. Rhythm game by Osamu Sato.
It's a Simon Says-type thing where you have to create faces on a grid by following both the CPU's lead and the rhythm of the level. Shapes correspond to the PS1 face buttons, so everything is made of triangles, circles, and squares.
Black ops's Bond games are pretty good. Short enough for a quick play through.

ESPN Extreme Games aka 1Xtreme when ESPN license rand out. Also called ESPN Street Games in Japan.
It's basically Road Rash but with roller skates, skateboard, luge, and bicycles. Punch and kick the shit out of people, hop through money gates to earn dosh. Use dosh to buy faster rides. Choose from different characters that have different stats and preferred discipline. You need to maintain acceleration with each discipline like pedaling on a bike. Unlike Road Rash, you get full two player splitscreen. Still the same shitty but less funny FMV, but the player grunts are still funny.

That's Hover Racing you're thinking of, and I'd argue it has nearly as much control depth as the games it emulated (wipeout and f-zero), but in a different way since you mostly turn using the four boosters on the sides of your car.
I have a copy of an old Playstation Underground demo that has it (it's on Volume 2 Issue 2). I was pretty thrilled to find such a complete game on a demo disc, it has 3 tournaments, a practice mode, unlockable cars and multiplayer. I'm not great at it but there are some impressive videos of people who have mastered the controls on youtube.
