Just looked it up, you can't play this without some basic Japanese knowledge because of the bosses, you have to play a game where you pick a picture corresponding to a word and then they have to pick another that starts with the last (Japanese) letter from your pick, and so on and so forth until there's no available picks. This would be easy for a jap kid or someone who's studied a bit of Japanese, but impossible to anyone with no knowledge of the language.

I recall even Arino had some trouble with that minigame during the Wagan Land GCCX episode, as some of the corresponding words can be ambiguous from the picture alone.

it's stupid how they didn't want to localize the games simply because of that one minigame

That would require to do more than just change text, including reprogramming some of that minigame and they probably felt too lazy for that.

I suppose, but I still feel like a company as big as Namco could do it. Hell, they could've made it a edutainment game for learning Japanese.
