DirectX was made to push Windows as a gaming platform and to make programming easier by providing libraries and API.
If anything MS would have wanted more Japanese to switch to Windows 9x for game development.

No, it was made so that it would be possible for pc games to run on a variety of hardware configurations from many different manufacturers without the developers needing to code a different version of the game to run on every configuration.
