This is a long shot, but I need some help. I need to identify a game I played in the late 90s, but I have very minimal info. I'm nearly certain it was a fighting game, and one of the characters was this slender robot. I wanna say he had yellow eyes? And he made this weird noise when he did one of his moves. Pardon me for sounding like an idiot, but it was like, "weee-oh"

That's literally all I have. An image of playing this game is burned into my mind for some reason and I must know what it is
