This is never a hardware issue, and always a programming issue. Play Gun-Nac and see what wizards can do.
As for the SNES, yes the CPU was slow. That's a contributing factor to the popularity of RPGs on the system -- both for developers and consumers. That's not to say you can't make a fast game with little to no slowdown. It's just a matter of developers working within their means.

Atari 2600. There's no framebuffer, so if the game isn't ready to render during the next refresh, nothing is drawn. It's literally 60fps or nothing. This is why there's black lines on the left side of many 2600 games.
Neo Geo would be a good answer if it wasn't for Metal Slug 2.
