I remember briefly playing a Famicom platformer with great Kirby-like sprites. You could pick from 4 characters, but the main one was a Penguin. It was in Japanese. Anyone know this game?

Penguin-kun Wars for the Arcade/GB/NES/MSX is fun, wish it was 2 player though.

Tetris Attack features a Bumpty level, which is my favorite level in the game. Shame you can't use it for endless mode.

Of course, there's also the snow levels in Yoshi's Island with Bumpty in them.

I don't want to burst OP's bubble but I do feel the need to mention how awful Travel Eple is as a game. 1v1 "bomberman" arena style battles where the opponents teleport on top of you for instant damage if you move too far away from them. Infuriating.

As for the broader question, I can't say. I don't know if there were popular penguin-themed cartoons in japan at that time.

They probably just have a natural cuteness about them that game devs found irresistible, as well as a simple shape that lent itself easily to games of that era.

The snow levels in Yoshis Island are the best. I also really liked the huffin' puffin enemies. They are so cute and you can steal their children and throw them at the mom.
