RE3 is still my favorite, story, characters, controls, graphics, the action cut-scenes, the zombie terminator, this game was awesome, lotsa people had and still have no idea what they're missing

But RE3 is definitely the weakest of the trilogy. Raccoon City doesn't feel like the open city it should be, as it feels more like a series of interconnected hallways akin to the opening of RE2.
Raccoon City has great atmosphere of a dead city, but I just don't think the gameplay captures that. Especially when you're doing a lot of the same weird puzzle solving you did in RE1 and RE2 which at least had explanations
