It was about a car that kinda looked like OP's but with a white line in the middle; it was Free-roam and you had weapons a la James Bond to destroy enemy black cars.

I liked importing my SC2000 cities into this and Streets of Simcity. Pretty cool to explore your own towns.
This game is never talked about and I can see why but I still love it. The gameplay is off, there are some really shitty mechanics ( your weapons break, and they do it really fast ) and the frame rate is pretty low but the level design, the graphics and the atmosphere are top notch.
