Fallout 1. Tons of freedom in how you build your character which the game may respond to in various ways via dialogue options and whatnot, your choices actually matter and can affect the World around you, very atmospheric, phenomenal writing, and the game is short (though it's made up for with excellent pacing) so there's no reason to not do a full playthrough of the game at this point. Check out Fallout 2 if you like 1 by the way.
