There is no version that has everything. Dreamcast has alternative modes unlocked from start, model viewer, extrw difficulty level, best overall graphics. N64 has extra files, game breaking control scheme, different blood colors but no extreme'battle mode. Gamecube is same as ps duel'shock version but with superior graphicsand skippable in-engine cutscenes. Gamecube is my personal favorite because I love the controller and skipping those cutscenes is sweet.

PC or Dreamcast are easily the best versions.

GameCube is best for me because it has the control mode in which you hold the shoulder button to run. Best RE controls. Also the graphics are great in this version. Only issue is lack of Nightmare difficulty. Only Dreamcast and PC have Nightmare mode.

The sourcenext BH2 release. It has higher resolution, better audio, higher res prerendered backgrounds, and FMVs have are at a higher framerate (30 instead of 15) and better content over all

Only the cart version has Dolby Surround incredible. Well fitting all ps1 disc assets in to a single 64mb chip is beyond my knowledge, only thing I know is that they invented some magical algorithm in order to fit it. The background and 3D models I can actually understand. But all the sounds, music and video is actually mind blowing.

Also altough the n64 version backgrounds looks grainy, there is actually a sweet spot to play the game, if you play on a crt with a considerable distance the backgrounds looks better than the psx counterpart, PSX looks more pixelated to me.
