It can do good (or decent) 3D, but not better than N64, no.
The problem with this game was that it's more isometric than 3D really, the camera has a weird angle at all times, instead of being placed behind the character.
Also, it seems the game was developed by Konami from Nagoya, instead of Osaka, who made the N64 games.

This anon gets it. The PlayStation Goemon were not made by the mainline Goemon team, who were employed at KCE Kobe and worked on the N64 versions.
KCE Nagoya in particular were the ones who botched the Saturn port of SotN.
