1. emulate the much better arcade original (I think it is Modeler that emulates all model 1-2-3 games, don't remember)
2. use SSF
3. buy a Saturn and use swap trick

Mednafen got a new saturn core. It's a cpu eating monster right now but has impressive compatibility for a first release. Unlike SSF, it doesn't have input lag, and since mednafen is under active development and has shown great progress with PSX emulation, there's a lot of promise for good success with saturn games.

Proof? The source of input lag is majoritary OS latency, audio/video/input drivers latency and hardware ltency, emulator by itself has neglectable impact on overall latency..

SSF's author talks about it in the documentation. It's caused by vsync though, so you can get around it with D3DOverrider.
